IMPORT EXPORT INFORMATION

Import & Re-Export of horses taking part in the Dubai International Arabian Horse Championship

It is assumed that all horses will be coming to the UAE directly from their country of origin.

All horses must, therefore, meet, as a minimum, UAE conditions for the temporary* import of horses applicable to the Country of origin.

* Horses which enter the UAE on temporary import health certificates will not be upgraded to permanent status and must leave the country after they have finished competing. Temporarily imported horses may not be used for breeding.

Please Note: FEI regulations do not satisfy UAE Import Conditions please check the official UAE Import and Export Regulation Laws.

This condition applies particularly to the influenza vaccinations where the primary vaccination must consist of at least two doses administered 21 to 42 days apart with the same vaccine. Other conditions are specified in the import conditions.

Basically,

Import conditions - All horses,

  1. No pre export isolation is required
  2. All horses must have a negative Equine Infectious Anaemia Test carried out on a blood sample collected within 90 days of export.

    Samples must be sent to CVRL, Dubai or to a Government approved laboratory in a European Union country or the USA or Canada or to another laboratory approved by the UAE Ministry of Environment & Water (MEW)

    Please check with the Laboratory concerned as to the samples they require and their terms of business.

  3. All horses must horse have received either BOTH parts of a primary course of vaccination or a booster vaccination within 90 days but not within 14 days of export.

In the latter case the horse must have previously received a full primary course, in accordance with manufacturer's recommendations, and at least annual boosters thereafter.

All vaccinations must be properly recorded in the horse's passport.

Please check that your horses have also been vaccinated in accordance with Show rules.

Additional import requirements for USA/Canada

  1. West Nile Fever Virus certification

    During the 30 days prior to export horses must,

    Either, be resident in, and remain in, States/Provinces in which no evidence of WNV has been found in the previous 6 months (in any species including humans, birds and mosquitoes)
    Or, they must come from premises where there have been no clinical cases of WNF, in equines, during the 30 days prior to export andthey must have been treated with an approved, insect repellent, effective against WNV vectors, during the wholeof any period, in the 15 days immediately prior to export, that they are in a State/Province in which evidence of WNV has been found in the previous 6 months

  2. Equine Encephalomyelitis

    All horses must be vaccinated, or blood tested, for EEE/WEE in order to meet European Union transit requirements - details can be obtained from the relevant USA/Canadian Veterinary Authorities.

    Note: horses must not be vaccinated against Venezuelan Equine encephalomyelitis within 6 months prior to export. Discuss this with your veterinarian as some EEE/WEE vaccines have a VEE component.

  3. Vesicular Stomatitis

    USA horses may also need to be tested for Vesicular Stomatitis. This will depend on the VS situation in the USA at the time of export.

Application for an Import Permit

All horses require an import permit.

To obtain a permit please complete the application form (Annex 1), fully, and return, plus copies of the horses Flu vaccination record and a copy of the Identification page from the passport, to the Organiser's office by the closing date for entries.

Blood test results must accompany the Import Permit application at time of entry.

Stabling in UAE

In order to reduce the risk of your horses coming into contact with non tested (local) horses and in order to be able to send them home or to another country, as simply as possible, they will be held in Ministry of Agriculture approved isolation stables, except when competing. Separate training will also be arranged.

It is essential that you advise the show organisers that you wish to compete, as early as possible, so that they can make the necessary stabling and training arrangements.

They will be run under Ministry Veterinary Officer Supervision and Standard Operating Procedures will apply. Copies of the SOP's will be made available to competitors. We would ask you to respect them and adhere to them.

Access to Quarantine Stables and Treatment of Quarantined horses.

These stables are isolation stables and access will be strictly limited. Trainers, their staff, and horse owners will have right of entry via identification card which will be issued by the Organiser's office upon their arrival in Dubai.

Access for other persons e.g. over seas Veterinary Surgeons, Physiotherapists and similar specialists will be considered but must be requested and approved in advance. Please fax requests to the Organiser's office.

In order to adhere to the strict procedures governing treatment of horses at the Quarantine stables, and in order to comply with UAE legislation, all treatments must be carried out by employees of the Dubai Equine Hospital.

No treatment or therapy will be permitted by persons other than DEH staff.

Trainers who may wish to involve their own veterinary surgeons, physiotherapists or other specialists in discussions on the treatment process should contact the Dubai Equine Hospital, preferably prior to the specialist arriving in the UAE.

Such specialists will not be permitted entry to the Quarantine facilities unless cleared to do so by the DEH and, then, only in accordance with the guidelines set down by DEH.

Post import check tests

At the discretion of the Ministry of Environment & Water, Standard blood testing and naso-pharyngeal swabbing may be carried out.

Re- Export

UAE MEW will, normally allow horses, which have been temporarily imported for competition, to remain in the UAE for a maximum of  90 days. 30 days-this may be extended for certain events like the DIRC Carnival by MEW.

Exporting countries vary in how long they will allow horses to remain outside the country of origin and return without additional quarantine and testing.

We believe that the following rules will apply BUT we advise competitors to check with their own Veterinary Authorities that these are correct.

GCC horses may remain outside their country of origin for up to 90 days and return without additional quarantine and testing.

Other Middle East countries will usually allow their horses to remain outside the country of origin for up to 30 days and still return without additional quarantine and testing.

European Union horses may remain outside the EU for up to 30 days and return without additional quarantine and testing – if they remain in the UAE for more than 30 days they will have to undergo a further 30 days in quarantine and be subjected to an number of blood tests.

USA horses may remain outside the USA for up to 60 days and return without additional isolation. They will however have to be blood tested in order to meet EU transit requirements
Horses that remain in the UAE for more than 60 days may return to the USA but will require blood sampling and testing to meet both EU transit requirements and USA import requirements.

We understand that these conditions will also apply to Canadian horses which return via the USA.

Conditions for the return of Canadian horses directly to Canada have still to be agreed.

Other countries– return conditions vary. We would advise you to check with your own Veterinary Authorities and /or the Veterinary Advisers Office –
